The RFQS Scope Starter Checklist gives clients, consultants, and contractor support teams a fast structured way to pressure-test the scope of work before commitment. It is built around the everyday gaps that inform change orders, change-order documentation, and contract reviews — items missing from the bid, vague specs, undefined interfaces, and unstated assumptions.

Use it at the front of any contractor bid review, scope of work review, or pre-award checkpoint. Walk through the checklist line-by-line against the contractor’s bid package, mark gaps, and capture the questions you need answered before the contractor is awarded. It is meant to be printed, marked up, and circulated — a working document, not a deliverable.
